Cut and assembled the muslin - astoundingly a size 12 fits and I'm ready to make the required sectioning to turn this from a flared dress into a flared, embellished coat.

Despite the vinyl samples (review), I'm not sure which 2 to pick for this - I like the natural-leather look of the Pleather but I want to do black and olive and the pleather doesn't come in olive. Maybe a textural contrast - matte black Pleather details on shiny black vinyl?

Also not sure where I'm going to find multiple yards of PVC piping for this - will be hitting G Street this weekend to see what they've got (weather permitting).

I've never actually seen vinyl piping, but you could get filler cord and make your own. Kinda lame,and time consuming, but if you can't find any that might be your only choice.
