I can't speak for A., and I admit that my reaction to it isn't nearly as strong, but I think that "prayer" should never be part of an official governmental proclamation, even if it doesn't specify who we should be praying to. "Day of rememberance" is fine. "Day of mourning" would be fine too. Neither of those exclude prayer, but neither do they explicitly encourage it.
