Man, that stinks. Was this a case of the wire popping out of the groove?

No - wire wasn't broken and was totally glued in. The problem was far more obscure and simple than that. My coach says that in 30 years of fencing he's never seen the like before:

The arrow points to where the dirt or grease was. When the tip was out, the volt meter could connect with the pinhead-sized bit in the plastic cup that wasn't gummed up, but when the tip was assembled the spring only hit around the edges, which was.

It took us (to be fair, my coach did most of the work) ~2 hours to figure out what was wrong.

Hope I answered the question, but this is also a note to myself to ALWAYS, always check that the wire end is cleaned out before I assemble!
