That's answered in an early book. I don't remember where, and I don't remember the answer. But, it was answered.

I don't know the answer on that one, but I do recall a discussion of Hermione's "somewhat prominent front teeth" where she had wanted to "fix" them by magic but her (dentist) father thought was against it (I think his attitude was part Muggle suspicion and part "imperfections build character" or some such nonsense). But then after she got hit by a tooth-growing hex, when the hex got fixed she quietly restored her teeth to slightly smaller than original size.

So I dunno -- it seems like there's no technical reason why vision couldn't be fixed, but there may be philosophical issues involved.
